I looked at my PC.it has a fan on the top and 1 on the bottom. they both work..bu when im on it?

i can hear like its speeding up for about 10 seconds..then down again ..i notice this alot..but my computer works good..i bought it brand new in mach of 2006..use it alot..is this normal??
