My daughter &i live in bulgaria,will she still need to pay to go to a public school after jan 2007?

my daughter has full id card in bulgaria so does me and my husband. at the moment an id card gives us all the rights as a bulgarian however she still pays school fees cos shes cled as a foriegn student. i cannot find anything out, because i dont know where to look to be honest with you.
